CMS Proposes Sweeping Revisions of Medicare Physician Payment Formula
The federal government this week released its long-awaited proposal to update Medicare’s physician payment formula. As defined in federal legislation passed a year ago, the 962-page proposal would offer physicians the choice of two payment models: fee for service or one of several alternate payment methods.
 
The American Medical Association’s initial response was positive. Our initial review suggests that CMS has been listening to physicians' concerns,” AMA President Steven J. Stack said in a  statement Wednesday. “In particular, it appears that CMS has made significant improvements by recasting the electronic health record meaningful use program and by reducing quality reporting burdens.”
 
The public comment period closes on June 27.

Non-Suicidal Self-Harm: A New Resource from MMS  
The MMS Committee on Violence Intervention and Prevention has published a new patient brochure on intentional, non-life-threatening self injury. (.pdf, 8 pages) The brochure provides guidance on warning signs, tips for parents, and where to find help.

Senate Votes to Increase Minimum Tobacco Purchase Age
By a vote of 32-2, the state Senate voted to increase the minimum age to purchase tobacco from 18 to 21. If approved by the House and Gov. Baker, Massachusetts will become only the second state to do so, after Hawaii.
 

State Marks Surge in Medical Marijuana Use
 
Nearly 2700 people were certified for the state’s medical marijuana program in March, the most for any month in the program’s history.
 

Mass. Superintendents Oppose Legalizing Marijuana
 
The Massachusetts Association of School Superintendents said legalizing the recreational use of marijuana would make it easier for children to get access to the drug.
 

FDA to Review Training Requirements for Pain Medicines

The Food and Drug Administration said it will review its risk-management plans and decide whether doctors who prescribe painkillers like OxyContin should be required to take safety training courses.
 

House Committee Approves Opioid Abuse Legislation
 
The U.S. House Judiciary Committee approved a bill providing $103 million in federal grants to state and local governments for law enforcement, training, treatment, or prescription drug monitoring programs. A floor vote is expected for the week of May 9.
 

New Hampshire Finalizes New Rules for Opioid Prescribing
 
The New Hampshire Board of Medicine has approved new permanent rules on opioid prescribing, effective May 3, 2016, replacing emergency rules that have been in effect since last November. Download the new regulations here. (.pdf, 5 pages)
 

Harvard Mumps Outbreak Grows to 40 Cases
 
A mumps outbreak at Harvard University has tripled in size since mid-March, with 40 cases confirmed since the beginning of the year.
 

7 New York Insurers Expand Coverage of Hepatitis C Treatment
 
New York state and seven health insurance companies agreed that patients with chronic hepatitis C should be covered, regardless of whether their members develop advanced signs of the infection.
 

Feds Issue New Standards for Medicaid Managed Care
 
The Obama administration finalized new rules for Medicaid managed care insurance plans. The rules apply to insurers operating in 39 states and Washington, DC.   
 

Equal Access to Care:  Transgender, Gay, Lesbian and Bisexual Patients
 
This training program on May 27 offers best practices for hospitals and providers on how to improve access to medical care for LGBT patients generally, and transgender patients in particular.  Co-sponsored by the Mass.
